Abstract

The purpose of the study was to analyze women's participation in rural institutions BKM (Badan Keswadayaan Masyarakat/ Community Self-Reliance Agency) review of the activity aspects, and control access to establish program. The method used descriptive qualitative approach and triangulation of data. This study uses a case study of 75 BKM in Sleman District selected BKM Bina Sejahtera and Umbul Sejahtera. Sampling with purposive sampling, the primary data collected through observation and interviews with coordinators and members of BKM, Environmental Setlement Executive Unit (UPL), social welfare affairs implementation units (UPS), the financial management units (UPK) and beneficiaries. Secondary data is colected from the program cycle profiles, profile KSM, as well as other data that is relevant. Data analysis based on gender sensitiviness. include: activity profile, the profile of access and control, analysis of the supporting factors and the factors inhibiting women's participation in the in rural institutions. The average of the activity profile of women's participation BKM Bina Sejahtera 42%, Umbul Sejahtera prosperous 62%, it is greater than the target of 30%. Awareness of the role as the representative of community member, is quite high. Reflected in the presence and involvement in the planning, implementation and in monitoring activities. Access and control of women in the planning, implementation, monitoring and evaluation proceeds benefit the development is quite large. The results reflected from the target Key Performance Indicator, a minimum of 40% female participation, achievement of 42% and 50%. Besides all respondents stated that there are no obstacles for women to participate in village institutions.
